E s handelt sich doch d a r u m , daß m a n d e m a r b e i t e n d e n Menschen die M ö g l i c h k e i t g e b e n m u ß , d i e h ö c h s t e n S t e l l e n in d e r V e r w a l t u n g und in d e r W i r t s c h a f t zu e r r i n g e n . (Zuruf: D a s w o l l e n w i r a l l e . ) - Wir w i s s e n , d a ß d a g e g e n e r h e b l i c h e W i d e r s t ä n d e g e l t e n d g e m a c h t w e r d e n . Wir w i s s e n , daß d e r G e d a n k e d e s B i l d u n g s p r i v i l e g s für die B e s s e r s i t u i e r t e n auch heute noch eine a u ß e r o r d e n t l i c h e Rolle spielt, und w i r sind n i c h t t a u b genug, u m n i c h t zu b e g r e i f e n , w a s m a n m e i n t , wenn m a n sagt: dort sitzt einer, der ist früher e i n m a l S c h l o s s e r oder K l e m p n e r g e w e s e n , a b e r e r v e r s p e r r t e i n e m B e r u f s b e a m t e n den P l a t z . W i r w i s s e n g a n z g e n a u , w a s d a m i t g e m e i n t i s t . Wir w i s s e n , d a ß d a m i t d i e M ä n n e r und F r a u e n g e m e i n t sind, die 1945 in d i e V e r w a l t u n g e n h i n e i n g e k o m m e n sind, d i e m i t d e r g r ö ß t e n M ü h e , ohne d a ß ü b e r h a u p t e t w a s v o r h a n d e n w a r , d i e s e V e r w a l t u n g a u f g e b a u t h a b e n , die w e d e r e i n Stück P a p i e r n o c h s o n s t e t w a s h a t t e n , m a n c h m a l k a u m e i n e n Stuhl. A b e r h e u t e s t e h e n d i e Dinge s o , d a ß m a n s a g t : d e r M o h r h a t s e i n e S c h u l d i g k e i t g e t a n , d e r Mohr k a n n g e h e n !
