Title:: Relations of the city of Berlin to the different public industries

of its quarters even a state of distress may be said to have existed. But the Company refused to further extend its business and to expend fresh funds unless their monopoly were prolonged for another 25 years. This demand was opposed by the municipal authorities, who in the mean time had not only satisfied themselves of the economical chances of the enterprise, but above all had clearly seen that the sanitary condition of the town would be greatly improved by the connection of the water-works with the draining and subterranean carrying off of waste from the houses. They naturally wished to undertake the management of the water- works themselves. Towards the end of 1873, there- fore, the purchase of the water-works was a greed upon at the price of 25 millions of marks (in round numbers) on the basis of the right of preemption, which the government had reserved for itself when granting the monopoly, and which it had subsequently transferred to the city of Berlin. The manager of the Company, Mr. Gill, who had gone over into the service of the city, came forth with a project according to which it was resolved considerably and quickly to enlarge the water-works, on which 13 millions of marks were to be expended, by digging deep wells on the banks of the lake of Tegel, an expansion of the Havel. Thus it would be possible to supply a million inhabitants with water. In the course of time it was seen that the manage- ment of the works by the city not only answered the demands of the town, the exceedingly rapid growth of which made it necessary to establish new water-works near the Miiggelsee, on the upper Spree, but was also able to master the extraordinary difficulties which arose with respect to the method of obtaining water. Many changes had to be made in the course of time. Thus instead of the deep wells dug at Tegel, first draw wells and filters had to be made for taking water from the lake, because the chemists of those days were not able to free subterranean water from ferruginous parts, and keep the conduits clean. +4
