Title:: Relations of the city of Berlin to the different public industries

There remains only one enterprise shortly to be men- tioned, that is the supply of electricity for lighting and industrial purposes, which the municipality quite lately determined to leave to private speculation. _ By contract made on the 14th of March 1899 the city of Berlin prolonged to the Berlin-Electric-Works Company the right (which this company had enjoyed for years) of laying conducting wires and cables unter the pavement and sidewalks. A previous agreement, indeed, made in 1888, authorized the town, in stead of prolonging the contract, to buy up the concern for a sum considerably exceeding its value. But the municipal authorities resigned their claim, because the new agreement offered them greater advantages and secured the right of acquiring the concern under more favourable conditions. In virtue of this contract the company — besides many smaller obligations — is bound to light the streets with electric light according to the wishes of the municipality, and to charge for it the same price which is generally fixed by their tariff for industrial pur- poses, at most, however, 16 Pfennig per kilowatt. More- over the company has to pay into the treasury of the town 10 p. c. of its gross proceeds and to give it a share in the clear profit of the business. If the clear profit exceeds 6 p. c. of the joint-stock up to the amount of 20 millions of marks, the company must pay 50 p. c. of the clear profit; should the joint-stock be augmented beyond 20 millions, 50 pP. c. must then be paid of the clear profit that exceeds 4 p. c. of the capital. Although this contract grants the company the right of using the streets for electric conduits competition shall not be excluded. The municipality shall also be entitled, in 1915, to claim that the whole establish- ment of the Berlin-Electric-Works shall pass into its hands for payment of the estimated value. Finally, the company shall be obliged to deliver electric power for lighting pur- poses at the price agreed upon with the Town-Board.
