Title:: Relations of the city of Berlin to the different public industries

resolved ‘to advise the Municipality in future to build and to work underground-railways merely at the expense of the community. The Town-Council has not yet acceded to this proposal; but it has voted a sum for drawing up the pro- ject of an underground railway, the only line that is at present taken into account, running from south to north in the course of Friedrich-Strasse and Chaussee-Strasse. The question is not easy to decide whether the com- munity itself shall undertake the construction of under- ground railways or leave the execution such projects to private speculation. For it cannot be denied that the costs of the enterprise are so exorbitant that it cannot be expect- ed to yield profit, as in the case of other tramways. Thus the costs of the underground railway that is to cross Berlin from south to north are estimated at about 55 millions of marks, i. e. about 6 millions per kilometer. On the other hand it is clear that underground railways are particularly fitted for facilitating the passenger traffic, because instead of stopping the passage in the streets overcrowded with other traffic, they help to render possible a more rapid conveyance. The town is, therefore, greatly interested in the establishment of such railwavs. [t is but lately that the City authorities have resolved to achieve a new untertaking which is intended to serve the goods traffic and to promote commerce and industries. They have in view to build on the upper Spree a port and central dock warehouses, which will be connected with the railways, at a cost of 8 millions of marks, not included the value of the territory belonging to the community. The corporation of merchants guaranteeing a certain amount of profit of this undertaking have declared themselves ready to subscribe an equal sum for its execution. In deter- mining to carry out this project the Town-Broard was not guided by a hope that it will yield immediate profit, but rather bv a conviction that it will be a benefit for the whole community. 36
