ter profits; they might even presume that the new muni- cipal lines would be more lucrative if they were also surrendered to the G. B. T. and joined to the lines worked by it; it was probable, too, that they would originate less expenses of management if they were part of the large con- cern of that company. Nevertheless, these financial con- siderations had to give way to the above mentioned reasons which induced the Town-Board to undertake the management of those lines. The legal state of affairs with regard to elevated and underground railways, whose duty it is to provide a rapid traffic, is somewhat different, Such railways occupy the roadway only to a small extent, but cause expenses of construction considerably higher than those of tramways built on a level with the street. In 1895 a contract for 00 years was made with the firm of Siemens & Halske, which authorized them to build the first elevated rail- way for running rapid trains. As regards the taxes to be paid into the municipal treasury they were much less than those imposed by former contracts on the tramway companies. But the city authorities reserved for themselves the right of purchasing the concern at a price twenty times the amount of the net profits after 30, 40, 50 etc. years. When the question was ventilated in the Town-Council whether the firm should be allowed to continue their line into the centre of the town in the form of an underground railway, the committee that had to investigate the matter became satisfied that it should be taken into consideration to build underground railways for the whole of the town according to a regular plan, and that this project should be kept in view even though it might not be carried out at present. As on account of the underground-water and the nature of the soil the big tunnels would have to be made immediately below the surface, they must necessarily cross all sorts of conduits and tubes (as of the gas- and water- works and the drainage).
