58 13 W i r sind d e r Meinung, daß d e r M a g i s t r a t j e t z t a l l e s tun m u ß , u m auf d i e s e m G e b i e t k l a r e V e r h ä l t n i s s e h e r b e i z u f ü h r e n und k l a r h e r a u s z u s t e l l e n , wie e s e i g e n t l i c h m ö g l i c h i s t , d a ß M e n s c h e n , die e i n e T ä t i g k e i t a u s ü b e n , d i e b e s t ä t i g t sind und m e h r m a l s ü b e r p r ü f t w o r d e n sind, p l ö t z lich aus irgendeinem Grunde nicht bestätigt sein sollen. Diese F r a g e muß u n s b e a n t w o r t e t w e r d e n . Denn d i e e i n f a c h e F e s t s t e l l u n g , d a ß e s so s e i n soll, kann u n s nicht befriedigen. Wir können u n s d a r ü b e r nur wundern. A b e r w i r k ö n n e n u n s m i t d e m W u n d e r n n i c h t b e g n ü g e n , s o n d e r n die Öffentl i c h k e i t v e r l a n g t von u n s , d a ß w i r e n d l i c h auf d i e s e m G e b i e t d i e M ö g l i c h k e i t g e b e n , d a ß eine s t e t i g e A r b e i t i m S c h u l w e s e n g e w ä h r l e i s t e t w e r d e n k a n n . D a s i s t u n s e r W u n s c h , und w i r hoffen, d a ß d e r M a g i s t r a t u n s r e c h t b a l d A u f k l ä r u n g d a r ü b e r gibt, d a ß d i e s e A r b e i t s g r u n d l a g e für die B e r l i n e r L e h r e r s c h a f t und für d a s B e r l i n e r S c h u l w e s e n g e s i c h e r t i s t . (Bravo! b e i d e r SPD.) S t a d t v . L A N D S B E R G (CDU): M e i n e D a m e n und H e r r e n ! N a c h den Ausführungen des H e r r n Kollegen S c h r ö t e r , denen wir uns völlig a n s c h l i e ß e n , k a n n i c h m i c h a u ß e r o r d e n t l i c h k u r z f a s s e n . Ich d a r f s a g e n , d a ß i c h , a l s i c h v o r w e n i g e n Stunden d i e s e M i t t e i l u n g b e k a m , m i c h n i c h t n u r g e w u n d e r t h a b e . Man k ö n n t e v i e l l e i c h t s o g a r s a g e n , d a ß e s z w e c k v o l l s e i , s i c h in d i e s e n Z e i t e n a n den a*lten B e r l i n e r S a n g zu e r i n n e r n : Ick w u n d r e m i r ü b a j a n i s c h t m e h r ! Die Dinge l i e g e n a b e r e t w a s t i e f e r . Man m u ß s c h o n ein E r s c h r e c k e n e m p f i n d e n , wenn m a n d i e s e Dinge r i c h t i g begreiferi*will. Der H e r r Kollege Schröter hat schon darauf hingewiesen, daß bei solch u n s i c h e r e n Zuständen, wenn d i e s e Amtsführung beibehalten wird, sich k a u m n o c h M e n s c h e n finden w e r d e n , d i e d i e s e s A m t ü b e r n e h m e n w e r d e n . So i s t e s b e r e i t s . Sie w e r d e n e i n e F ü l l e von t ü c h t i g e n S c h u l l e u t e n h a b e n , die d u r c h a u s g e e i g n e t w ä r e n , i r g e n d w o S c h u l r ä t e zu s e i n . Sie d e n k e n a b e r h e u t e g a r n i c h t d a r a n , S c h u l r ä t e zu w e r d e n , s o n d e r n sie b l e i b e n l i e b e r L e h r e r , s i e bleiben Schulleiter, weil sie der Überzeugung sind: wir haben hier ein viel g e s i c h e r t e r e s D a s e i n , w i r k ö n n e n h i e r , w e n n a u c h in e i n e m k l e i n e n K r e i s e , f r u c h t b a r e p ä d a g o g i s c h e A r b e i t l e i s t e n , d i e s i e b e s o r g e n n i c h t l e i s t e n zu können, wenn i h r e Stellung nicht g e s i c h e r t ist. E s e r h e b t s i c h d i e z w e i t e F r a g e , ob d e n n b e i d e r n u n m e h r g e f o r d e r ten A r t des V e r f a h r e n s , wenn ich H e r r n Stadtrat May richtig v e r s t a n d e n h a b e , ü b e r h a u p t n o c h d e r A r t i k e l 31 A b s . 1 ü b e r die B e r u f u n g d e r A n g e s t e l l t e n d e r H a u p t v e r w a l t u n g in K r a f t i s t . Ich h a b e H e r r n S t a d t r a t May d o c h wohl r i c h t i g so v e r s t a n d e n , d a ß in Zukunft a l l e s o l c h e n A m t s b e s e t z u n g e n n u r m i t v o r h e r i g e r G e n e h m i g u n g s t a t t f i n d e n s o l l e n . M e i n e D a m e n und H e r r e n ! W i r sind j a n i c h t befugt, an den M a ß n a h m e n e i n e r B e s a t z u n g s m a c h t K r i t i k zu ü b e n . A b e r i c h g l a u b e s a g e n zu k ö n n e n , d a ß e s m i r s e h r zweifelhaft e r s c h e i n t , ob auf d i e s e m Wege d e r G e d a n k e e i n e r d e m o k r a t i s c h e n S e l b s t v e r w a l t u n g g e f e s t i g t w e r d e n k a n n .
