Die B u n d e s r e g i e r u n g - d a s d a r f i c h s a g e n - h a t i n d e r k u r zen Z e i t i h r e s B e s t e h e n s s c h o n e i n e n w e s e n t l i c h e n T e i l i h r e r B e r a t u n g e n und i h r e r A r b e i t d e n B e r l i n - F r a g e n z u g e w e n d e t . Die B u n d e s r e g i e r u n g i s t e n t s c h l o s s e n , d i e s e Stadt, s o l a n g e s i e n i c h t de j u r e zwölftes L a n d s e i n d a r f - i c h s a g e : s e i n darf, d e n n e s e n t s p r i c h t nicht u n s e r e m W i l l e n , daß e s n i c h t d e r F a l l i s t - , d e f a c t o a l s s o l c h e s zu b e h a n d e l n , und i c h m e i n e , d a s k ö n n t e a u c h g a r n i c h t a n d e r s s e i n . Die B u n d e s r e g i e r u n g s i e h t i h r e Aufgabe für B e r l i n weiß Gott n i c h t d a r i n , die Stadt a l s U n t e r s t ü t z u n g s e m p f ä n g e r zu b e h a n d e l n , s o n d e r n s i e w i l l u n d s i e w i r d B e r l i n d a z u v e r h e l f e n , a u s e i g e n e r Kraft w i e d e r zu g e s u n d e n E x i s t e n z g r u n d l a g e n zu k o m m e n . D a s b e d e u t e t , d a ß die M a ß n a h m e n d e s d e u t s c h e n K e r n s t a a t e s a u c h u n d g e r a d e d a r a u f gerichtet sein w e r d e n und m ü s s e n , der B e r l i n e r Wirtschaft wieder eine Steig e r u n g d e r P r o d u k t i o n und d e s A b s a t z e s zu e r m ö g l i c h e n . E s m ü s s e n - d a m i t stimme ich vollkommen überein, H e r r Stadtverordnetenvorsteher - Aufträge nach Berlin kommen. (Sehr r i c h t i g ! ) So w i r d a m e h e s t e n d e m b e d r o h l i c h e n A n w a c h s e n d e r A r b e i t s l o s i g k e i t g e s t e u e r t w e r d e n . ' E s w i r d u n s e r e e r s t e Aufgabe - i c h w i l l e s n o c h a n d e r s s a gen -, e s w i r d e i n e d e r S o f o r t a u f g a b e n s e i n , d a s zuwege zu b r i n g e n . D a n n w e r d e n a u c h d e r S t a d t v e r w a l t u n g a u s w a c h s e n d e m S t e u e r a u f k o m m e n die M ö g l i c h k e i t e n für e i n e n b e s s e r e n A u s g l e i c h v o n E i n n a h m e n und A u s g a b e n g e g e b e n w e r d e n . N i c h t s z e i g t d e u t l i c h e r , wie s e h r d i e Not B e r l i n s n a c h Hilfe und n a c h Abhilfe d r ä n g t , a l s d i e einfach e r s c h r e c k e n d e Z a h l v o n e i n e r V i e r t e l M i l l i o n A r b e i t s l o s e n in d i e s e r Stadt. D a s gäbe, w e n n m a n e s auf d i e Größenordnung des Bundesgebietes ü b e r t r a g e n würde, sieben Millionen Arbeitslose i m Bundesgebiet. Ich tue b e s t i m m t k e i n e m u n s e r e r deutschen Landsleute wehe, wenn i c h s a g e , daß g e r a d e d e n B e r l i n e r d i e A r b e i t s l o s i g k e i t b e s o n d e r s b e d r ü c k t . J e d e r m a n n w e i ß j a , daß die M ä n n e r und F r a u e n B e r l i n s b e s o n d e r s a k t i v s i n d u n d n a c h s i n n v o l l e r A r b e i t und n a c h s i n n v o l l e r B e s c h ä f t i g u n g v e r l a n g e n . J e d e r v o n u n s s i e h t j a n o c h die M ä n n e r und die F r a u e n d i e s e r Stadt, wie s i e schon in den e r s t e n chaotischen Wochen nach dem Z u s a m m e n b r u c h mit einer e i n f a c h u n g l a u b l i c h e n Z ä h i g k e i t , m i t e n t s c h l o s s e n e m Aufbauwillen d a r a n g e g a n g e n sind, a u s den T r ü m m e r n d i e s e r Stadt w i e d e r n e u e s L e b e n zu w e c k e n . I c h v e r s t e h e d e s h a l b a u c h die Ungeduld d e r B e r l i n e r , m i t d e r s i e j e t z t auf d i e so d r i n g e n d b e n ö t i g t e Hilfe w a r t e n . Ohne Hilfe - d a s w e i ß j e d e r m a n n a u c h in d e r B u n d e s r e g i e r u n g - k a n n j a d i e s e Stadt i h r e w i r t s c h a f t l i c h e : E x i s t e n z n i c h t z u r ü c k f i n d e n . N u r b i t t e ich noch e i n m a l , m e i n e D a m e n und H e r r e n , u m e i n i g e Geduld. V e r g e s s e n Sie d o c h b i t t e n i c h t , daß d i e D e u t s c h e B u n d e s r e p u b l i k s e l b s t n o c h i m e r s t e n Aufbau b e g r i f f e n i s t .
