W i r d ü r f e n d a b e i a b e r a u c h n i c h t v e r g e s s e n , daß die V e r s i c h e r u n g s a n s t a l t B e r l i n , die h e u t e d i e R e n t e n J Zahlungen für a l l e V e r s i c h e r u n g s t r ä g e r ü b e r n o m m e n h a t , d a m i t a u c h V e r p f l i c h t u n g e n ü b e r n o m m e n h a t , die v o r h e r a u s S t e u e r m i t t e l n b e z u s c h u ß t w o r d e n sind, s o daß e s i m G r u n d e g e n o m m e n u n e r h e b l i c h w ä r e , ob die R ü c k f o r d e r u n g e n a n die S t e u e r m i t t e l nun auf G r u n d d e r R e n t e n leistungen der V e r s i c h e r u n g s a n s t a l t Berlin erfolgen oder durch diese g e s e t z l i c h e V o r l a g e , w e n n die M i t t e l nicht a u s r e i c h e n , u m die b i s h e r i gen V e r p f l i c h t u n g e n in d e r K r a n k e n - und R e n t e n f ü r s o r g e zu e r f ü l l e n . W i r k ö n n e n a l s o die B e d e n k e n , die h i e r von d e m S p r e c h e r d e r SED g e l t e n d g e m a c h t w o r d e n sind, n i c h t t e i l e n und b i t t e n d a s H a u s , d e r V o r l a g e in d e r v o r g e l e g t e n F o r m s e i n e Z u s t i m m u n g zu g e b e n . Stadtv. S C H E L L I N (CDU) : M e i n e D a m e n und H e r r e n ! Wenn e s s i c h in d e m v o r l i e g e n d e n F a l l e u m die Schaffung e i n e r e c h t e n A r b e i t s l o s e n v e r s i c h e r u n g i m w a h r e n Sinne d e s W o r t e s h a n d e l n w ü r d e , dann w ä r e e s a u c h n o t w e n d i g und l i e ß e s i c h g a r n i c h t v e r m e i d e n , e i n e n p r o z e n t u a l e n B e i t r a g in a b s o l u t e r Höhe f e s t z u l e g e n . Denn e s g e h ö r t z u m W e s e n d e r V e r s i c h e r u n g , eine b e s t i m m t e B e i t r a g s e i n n a h m e festzulegen, u m danach d i e A u s g a b e n p o l i t i k b e m e s s e n zu k ö n n e n . A b e r d i e s e n Z u s t a n d k ö n n e n w i r in B e r l i n z u r Z e i t n i c h t h e r b e i f ü h r e n . So d a n k e n s w e r t die A n r e g u n g von F r a u S t a d t r a t E h l e r t i s t , so wenig sind w i r in d e r L a g e , auf e i n e n s o l chen V o r s c h l a g einzugehen, deshalb, weil damit auch ein ganz w i l l k ü r l i c h e r Satz h e r a u s g e g r i f f e n w i r d , wenn m a n b i s zu 2% g e h e n w i l l . Offenb a r h a b e n Sie, K o l l e g e G e s c h k e o d e r K o l l e g e L i t k e , auf G r u n d d e r g a n z e n S i t u a t i o n , die in d e r A n s t a l t v o r h a n d e n i s t , die A u f f a s s u n g , daß m i n d e s t e n s e i n Z e h n t e l d e s B e i t r a g s a u f k o m m e n s für d i e s e n Z w e c k z u r Verfügung gestellt w e r d e n könnte, daß a l s o die V e r s i c h e r u n g s a n s t a l t B e r l i n d u r c h a u s n o c h nicht i h r L e i s t u n g s m a ß b i s z u r S i e d e h i t z e e r s c h ö p f t hat, daß sie n i c h t m e h r fähig w ä r e , e t w a s dafür zu g e b e n . I s t s i e a b e r fähig, d a n n b r a u c h e n w i r k e i n e n P r o z e n t s a t z f e s t z u s e t z e n , s o f e r n n u r die S i c h e r u n g e i n g e b a u t w i r d , d a ß i r g e n d w e l c h e R ü c k l e g u n g s t e n d e n z e n g e f ä h r d e t und k e i n e L e i s t u n gen v e r ä n d e r t w e r d e n d ü r f e n , s o l a n g e e s b e i d e r j e t z i g e n B e i t r a g s p o l i t i k b l e i b t . A u s d i e s e m G r u n d e i s t e s d u r c h a u s m ö g l i c h , h e u t e die V o r l a g e so zu v e r a b s c h i e d e n , wie s i e e i n g e b r a c h t w o r d e n i s t , und t r o t z d e m a u c h d e r V e r s i c h e r u n g s a n s t a l t B e r l i n d a s L e b e n zu l a s s e n , d a s s i e s e l b s t v e r s t ä n d lich verdient.
