Sie h a t t e w e i t e r i m V e r l a u f d i e s e r Aufgabe dafür zu s o r g e n , d a ß d i e P r o d u k t i o n e r h e b l i c h s t e i g t , d e n n m i t s t e i g e r n d e r P r o d u k t i o n - d a s sind j a allgemeine volkswirtschaftliche Gesetze - sinken natürlich auch die P r e i s e . D i e s e M a ß n a h m e n s i n d d u r c h g e f ü h r t w o r d e n . Wir h a b e n f e s t g e s t e l l t , d a ß e i n e u n g e h e u e r e P r o d u k t i o n s s t e i g e r u n g e i n g e t r e t e n i s t , und w i r h a b e n f e s t g e s t e l l t , d a ß da M i l l i o n e n M e n s c h e n w i e d e r in A r b e i t und B r o t g e k o m m e n sind. D a s i s t s o z i a l , denn die M e n s c h e n h a t t e n v o r h e r A r b e i t s l o s e n u n t e r s t ü t z u n g o d e r n i c h t , und s i e h a b e n j e t z t e i n e n v o l l e n Lohn, befinden s i c h a l s o in b e z u g auf i h r e s o z i a l e L a g e e r h e b l i c h b e s s e r . D a s i s t ein F a k t u m , d a s n i c h t gut b e s t r i t t e n w e r d e n k a n n . Nun i s t j e t z t die S i t u a t i o n w i e d e r a n d e r s . J e t z t i s t die S i t u a t i o n d i e , d a ß e b e n d u r c h g e w i s s e E r e i g n i s s e , die ich j a s k i z z i e r t h a b e , e i n e S t e i g e r u n g d e r P r e i s e e i n g e t r e t e n i s t , und d a ß g e r a d e in B e r l i n , wo e s so f u r c h t b a r v i e l A r b e i t s l o s e gibt und wo e s so f u r c h t b a r v i e l F ü r s o r g e e m p f ä n g e r in i r g e n d e i n e r F o r m gibt, w i r d i e s e n Dingen nicht t a t e n l o s z u s e h e n k ö n n e n . Da g l a u be ich in d e r T a t , d a ß d i e s o z i a l e M a r k t w i r t s c h a f t - i c h b i t t e d a s nicht zu v e r w e c h s e l n mit freier Wirtschaft - verpflichtet ist, h i e r irgendwelche Mitt e l , die i h r g e e i g n e t e r s c h e i n e n - d a s w ä r e w i e d e r ein R i e s e n a b r i ß , w e n n i c h m i c h d a r a u f e i n l a s s e n w o l l t e - zu finden, damCt s p e z i e l l - d e n Ärmsten-,--den^ ( - i U s o z i a l B e d ü r f t i g s t e n in d i e s e r s c h w i e r i g e n Situation, die s i c h in B e r l i n v o r b e r e i t e t , Hilfe g e w ä h r t w i r d . W a s a n u n s l i e g t in d e r CDU, s o w e r d e n w i r in d i e s e r H i n s i c h t a u c h b e i u n s e r e n F r e u n d e n i m W e s t e n d a s B e s t e tun, d a m i t g e h o l fen w e r d e n k a n n . D a s e i n e w a r d e r Z w i s c h e n r u f : " Da i s t eben s c h l e c h t g e p l a n t " . Ich g l a u b e , d a ß ich, n a c h d e m ich m i c h in e i n e r d e r l e t z t e n Sitzungen h i e r m i t H e r r n Ohning ü b e r die Z o o l o gie u n t e r h a l t e n h a b e , den b o t a n i s c h e n A u s f ü h r u n g e n d e s V o r r e d n e r s n i c h t s w e i t e r h i n z u z u f ü g e n h a b e . D a s i s t j a eben z u m T e i l d a s P r o b l e m d e r P l a n w i r t schaft, d a ß m a n m i t M a ß n a h m e n zu r e c h n e n h a t , d i e s i c h d e r m e n s c h l i c h e n Planung entziehen. D e r a n d e r e Z w i s c h e n r u f fiel, a l s g e s a g t w u r d e : d i e K a r t o f f e l n k o s t e n s o u n d s o v i e l . Da w u r d e g e r u f e n : " Sie sind a b e r w e n i g s t e n s d a " . D a s w i l l m i r als etwas s c h e i n e n , w o m i t w i r e i n e n A u s g a n g s p u n k t h a b e n : Sie sind w e n i g stens da.
