Sie findet e i n e E r g ä n z u n g in d e r h e u t e z u r V e r t e i l u n g g e l a n g t e n V o r l a g e N r . 315 in d e r S o n d e r d r u c k s a c h e N r . 4 5 . Das Wort hat zur B e g r ü n d u n g der H e r r S t a d t k ä m m e r e r Dr. H a a s , S t a d t k ä m m e r e r D r . H A A S : M e i n e D a m e n und H e r r e n ! I c h b i n d e r S t a d t v e r o r d n e t e n v e r s a m m l u n g a u ß e r o r d e n t l i c h d a n k b a r dafür, daß s i e G e l e g e n h e i t n i m m t , d i e s e w i c h t i g e A n g e l e g e n h e i t , d i e l e i d e r k e i n e n Aufs c h u b d u l d e t , s o f o r t zu e n t s c h e i d e n . E s h a n d e l t s i c h h i e r u m D i n g e , d i e , da s i e i n d e r Z e i t e r l e d i g t w e r d e n m ü s s e n , in d e r s i e a m b e s t e n e r l e d i g t w e r d e n können, i m S o m m e r entschieden werden m ü s s e n . Der e r s t e Punkt betrifft die E n t t r ü m m e r u n g . Sie w i s s e n , daß w i r a u c h i m v e r g a n g e n e n J a h r i m H a u s h a l t e r h e b l i c h e M i t t e l für die E n t t r ü m m e r u n g d e r G r u n d s t ü c k e v o r g e s e h e n h a t t e n . A u c h in d i e s e m J a h r sind s o l c h e M i t t e l v o r g e s e h e n . Big v o r k u r z e m sollten diese Mittel im Außerordentlichen Haushaltsplan eingesetzt w e r d e n , und z w a r in e i n e r Höhe v o n 72 M i l l i o n e n R M . Die A l l i i e r t e K o m m a n d a n t u r hat in z a h l r e i c h e n V e r h a n d l u n g e n e i n g e s e h e n , daß d i e s e M i t t e l a m b e s t e n in den O r d e n t l i c h e n H a u s h a l t s p l a n e i n g e s t e l l t w e r d e n . D e r O r d e n t l i c h e H a u s h a l t s p l a n w i r d b e k a n n t l i c h g e d e c k t d u r c h die S t e u e r n und durch sonstige laufende Einnahmen, während der A u ß e r o r d e n t l i c h e H a u s haltsplan durch Kredite gedeckt werden muß. Im Außerordentlichen H a u s h a l t s p l a n , d e r j a e b e n f a l l s h e u t e auf d e r T a g e s o r d n u n g s t e h t , findet a l s o die D e c k u n g n i c h t u r s p r ü n g l i c h d u r c h S t e u e r e i n n a h m e n , s o n d e r n d u r c h K r e d i t e s t a t t . Ich m u ß Sie nun, da die V e r h a n d l u n g e n b e i d e r A l l i i e r t e n K o m m a n d a n t u r m i c h d a z u z w i n g e n , b i t t e n , d a r ü b e r zu e n t s c h e i d e n , ob e s b e i d i e s e n 72 M i l l i o n e n R M b l e i b t o d e r ob s i e g e k ü r z t w e r d e n s o l l e n . E s w e r d e n j e d e n Monat 6 M i l l i o n e n R M a u s g e g e b e n , u m die p r i v a t e n und a n d e r e n G r u n d s t ü c k e zu e n t t r ü m m e r n . F r ü h e r h a b e n w i r d i e s e E n t t r ü m m e r u n g e n m e h r o d e r w e n i g e r in H a n d a r b e i t d u r c h g e f ü h r t . W i r s i n d j e t z t d a z u ü b e r g e g a n g e n , die S a c h e t e c h n i s c h zu v e r v o l l k o m m n e n . F r ü h e r w a r e n etwa 30 000 M e n s c h e n in d e r E n t t r ü m m e r u n g b e s c h ä f t i g t , h e u t e sind e s r u n d 100 000. D i e s e E n t t r ü m m e r u n g i s t u n b e d i n g t n o t w e n d i g , w e n n w i r ü b e r h a u p t aufbauen w o l l e n . Sie m a c h t n i c h t n u r die G r u n d s t ü c k e f r e i , s o n d e r n schafft u n s a u c h b e s t i m m t e B a u s t o f f e wie v o r a l l e m S t e i n e . Der zweite Punkt, bei d e m ich u m eine Entscheidung bitte, betrifft die E i n m a l i g e n A n f o r d e r u n g e n . D i e s e P o s i t i o n i s t z u s t a n d e g e k o m m e n auf G r u n d von A n o r d n u n g e n d e r B e s a t z u n g s m ä c h t e . Sie s t e l l t i m w e s e n t l i c h e n e i n e Z u s a m m e n f a s s u n g d e r E i n m a l i g e n A u s g a b e n für B e s c h a f f u n g von E i n r i c h t u n g e n für K r a n k e n h ä u s e r , S c h u l e n , V e r w a l t u n g s g e b ä u d e u s w . d a r , d i e a l s o n i c h t j e d e s J a h r in d i e s e r F o r m w i e d e r k e h r e n . , s o n d e r n eben e i n m a l i g s i n d . I m H a u s h a l t s p l a n B 96 CTO h a t t e n w i r 5 7 , 4 M i l l i o n e n RM v o r g e s e h e n .
