Die F r e u d e n d e s K i n d e r l e b e n s b e s t e h e n für ihn n i c h t m e h r , und in d i e Welt d e r E r w a c h s e n e n findet e r n o c h k e i n e n r e c h t e n E i n g a n g . Die U m s t e l lung auf den B e r u f b e d e u t e t e i n e s c h w e r e s e e l i s c h e K r a f t p r o b e , b e s o n d e r s d e s halb , weil allzuoft der B e r u f nicht m i t d e m H e r z e n gewählt ist. N o c h t r o s t l o s e r i s t d i e L a g e d e r i m m e r n o c h 14 ooo e r w e r b s l o s e n J u g e n d l i c h e n . U n s e r e J u g e n d b r a u c h t n e b e n e i n e r b e s s e r e n E r n ä h r u n g und B e k l e i dung v o r a l l e m F r e u d e , E r h o l u n g und W i s s e n . Sie m u ß in d a s d e m o k r a t i s c h e L e ben hineinwachsen. Dazu sollen ihr die J u g e n d o r g a n i s a t i o n e n verhelfen, die sich f r e i e n t f a l t e n m ü s s e n , w e n n s i e w i r k l i c h den j u n g e n M e n s c h e n n i c h t n u r ä u ß e r lich d r e s s i e r e n , sondern innerlich e r f a s s e n sollen. Daher ist es u n s e r d r i n g e n d e s Anliegen an die A l l i i e r t e n , daß sie die Genehmigung zur i r e i e n Entfaltung der J u gendorganisationen geben. H i e r b e i m u ß a l l e r d i n g s i m m e r die s e l b s t v e r s t ä n d l i c h e V o r a u s s e t z u n g g e l t e n , d a ß j e d e r m i l i t a r i s t i s c h e o d e r n a t i o n a l i s t i s c h e E i n f l u ß in diesen Organisationen ausgeschaltet bleibt. Ü b e r a l l d a , wo d e n l e i d e n d e n M e n s c h e n d i e M ö g l i c h k e i t z u r S e l b s t b e h a u p tung g e n o m m e n i s t , w i r d d i e s o z i a l e Hilfe- e i n g r e i f e n m ü s s e n . D e r M a g i s t r a t i s t s i c h b e w u ß t , d a ß d i e s e r W i n t e r für K i n d e r . K r a n k e und A l t e ein b e s o n d e r s s c h w e b r e r i s t u n d d a ß e r a l l e s v e r s u c h e n m u ß , u m d e m M a n g e l an N a h r u n g , K l e i d u n g , M e d i k a m e n t e n . Wohnungen u s w . e n t g e g e n z u w i r k e n . D a s gilt i n s b e s o n d e r e a u c h für d i e H e i m k e h r e r und U m s i e d l e r sowie für j e n e E v a k u i e r t e n , d i e k e i n H e i m h a b e n o d e r d e n e n infolge e n t g e g e n s t e h e n d e r Bestimmungen bisher keine Möglichkeit d e r R ü c k k e h r in i h r H e i m g e g e b e n w e r d e n k o n n t e . E s w i r d n o t w e n d i g , s e i n , u n s e r A u g e n m e r k auf den A u s b a u d e r e n t s p r e c h e n d e n H e i m e , v o r a l l e m d e r A l t e r s h e i m e und d e r K r a n k e n a n s t a l t e n zu r i c h t e n . D a z u k o m m t d i e N o t w e n d i g k e i t , b e i den A l l i i e r t e n die Anerkennung eines bescheidenen R e c h t s a n s p r u c h s der ehemaligen P e n s i o n s b e r e c h t i g t e n zu e r w i r k e n und d a m i t d e n K r e i s d e r H i l f s b e d ü r f t i g e n zu v e r kleinern.
